Introduction

eMapsPlus allows you to use intuitive tools to locate properties available on the system. You can locate properties by querying the system for owner name, street address, parcel ID, or by selecting all properties falling within user-specified areas. Advanced search tools also allow property query based on values such as appraisal data, appraisal value, improved value, sale date, sale price, and the like.

Once you have found the desired property or properties, you can view corresponding graphical maps -- complete with contextual attributes such as annotation, streets, boundary lines, hydrology, orthographic imagery, rights-of-way, etc. Additionally, you can view related images, ownership and assessment data for the selected property, or print mailing labels for communication with property owners.

    Searching for Property

    By Owner

    Search for property by owner name. If you know the owner's full name, key in the last name, followed by a space, followed by the first name, then select SEARCH. To choose the appropriate name from a list, key in only the last name, then select SEARCH.

    By Parcel

    Search for property by parcel ID. Key in a known parcel ID, then select SEARCH.

    By Shape

    Search for property by shape. This feature selects all properties existing within a user-defined buffer of a user-specified area. For instance, if the buffer value is 10, all parcels existing within the user defined shape AND within 10 feet outside of that shape will be selected.

    Step 1: Key in the desired buffer distance. (Units are FEET.)

    Step 2: Select the POINT, LINE, RECTANGLE, CIRCLE, or POLYGON tool to define your area.

    Step 3: Define your area.

    • POINT: Place your cursor at the desired area, and click.
    • LINE: Place your cursor at the desired start point and click to begin defining a line. Place your cursor at the desired end point, and click again.
    • RECTANGLE: Place your cursor at one corner of the desired area, then hold down the left mouse button while you drag the cursor to the opposite corner of the desired area. When you release the mouse button, eMapsPlus will create a solid outline of the selected area.

    • CIRCLE: Place your cursor at the center-point of the desired area, then hold down the left mouse button while you drag the cursor until the circle encloses the desired area. When you release the mouse button, eMapsPlus will create a solid outline of the selected area.

    • POLYGON: Place your cursor at the first desired vertex point. Click the mouse to place the first vertex, then move the cursor to the next desired vertex point and click to place that point. Continue until you have created a polygon that encloses the desired area.
    Step 4: Select SEARCH to identify all properties within the buffered distance of your selection area.

    By Address

    Search for property by known address. Key in a known address and street name, then select SEARCH. (Omit the address to list all properties on that specified street.)

    Extended Search

    The Extended Search form allows you to search for properties according to specific attribute values such as the following:

    Frequently used queries can be executed quickly using the customizable query buttons:

    Use the following guidelines when you key in attribute values:

    Multiple criteria can be combined using AND or OR to create very sophisticated queries. Using AND to combine 2 criteria will return only properties matching both criteria. Using OR to combine 2 criteria will return the list of properties that match either criteria.

    EXAMPLES:

    1. To identify only the list of properties appraised at greater than $100,000 in 1999, use the following query:

    Results Tab

    You can use the Results tab to view the results of the last successful query that you used.

    Viewing the Map

    View Map / Ownership / Assessment

    Once property has been identified, click the desired property in the search results list.

  • Click View Map to display the map of the selected property.
  • Click Ownership to display the present and past ownership data for the selected property.
  • Click Assessment to display the present and past assessment data for the selected property.

    Move

    Use the Move tool to change your point of view on the map display. Click the arrows to shift your point of view in that direction. For example, click the N (up) arrow to see map details that are North of your current viewpoint.

    Zoom

    Use the Zoom tools to change your perspective of the map display.

  • Zoom In prompts you to select a point, then magnifies your viewing area with the selected point as the new center.
  • Zoom Out is the functional opposite of Zoom In. Use this command to reduce the magnification of the viewing area.
  • Zoom to Area magnifies your viewing area so that it includes only the portion of the map contained within a user-defined area. Place your cursor at one corner of the desired area, then hold down the left mouse button while you drag the cursor to the opposite corner of the desired area. When you release the mouse button, eMapsPlus will zoom in so that the selected area fills the display area.
  • Full Map View displays the entire county within the display area.
  • Clear Map displays the entire county within the display area, and clears any selected parcels from the display.

    Map Size

    Map Size controls the size of the map within your display area. Selecting a larger number will increase the size of the map display, and selecting a smaller number will decrease the size of the map display.

    Layers

    The Layers tab controls which data layers are visible when you are viewing the map. Check a layer to make it visible, and un-check it to make it invisible.

    NOTES:

    • Available data layers will vary by dataset.
    • Many layers are only visible at certain zoom factors, and this cannot be over-ridden. For instance, you will never be able to make parcel annotation visible if you are zoomed out to the County level.

    Overview Map

    The Overview Map allows you to move quickly from one area of the coverage to another by clicking on the desired area of the overview map. The map redraws to display the new area selected.

    Viewing Images

    eMapsPlus utilizes a customized version of the viewONETM Java applet (by Daeja Image Systems for viewing images and image documents associated with your eMapsPlus data. These images may include scanned photographs of the property, deeds, or wills. NOTE: Some counties may not provide images through the eMapsPlus service. If so, the option to view images will not appear on the eMapsPlus pages.

    View an Image Associated with a Parcel

    1. Once you have accessed the parcel that you wish to view, click Images from the eMapsPlus toolbar at the top of the page.
    2. If images are available for that parcel, a list of all available selections will appear, along with descriptions for each item (image, deed, will, etc).
    3. Click on the linke for the image you would like to see.
    4. The viewONE image viewer launches in a new window and loads the selected image.

      Note: You may be prompted to accept a Java applet from Daeja corporation. You must click Yes in order to download the necessary Java components for image viewing. Your first attempt to use viewONE may take some time to load and install.

    viewONE User Interface

    The information contained in this section of the eMapsPlus help originally appears in the viewONE User's Manual, and is used with Daeja's permission.

    Print - displays a print dialog from which you can select a printer to print the current document. When this button is clicked while holding the shift-key the print operation will print the current page only of a multi-page document (additional print options are available using menus).

    NOTE: You should have the latest available printer drivers for your hardware when attempting to print eMapsPlus images. Please contact your IT personnel to ensure your drivers are current.

    Zoom Area - changes the mouse pointer to a cross and allows a rectangle to be selected for zooming. When the mouse is released, the selected area is zoomed to fill the display area. To return the mouse pointer to the ‘ panning mode’ , re-click this button.

    Zoom In - zooms the current page by an additional 25% each time it is pressed. When the page is zoomed so that it no longer fits into the display area then scrollbars will automatically appear.

    Zoom out - decreases the zoom 25% each time it is pressed

    Magnify - Displays a magnify window to allow selected areas of the current page to be magnified. If you use the right-mouse button to click on this button then the magnifier window will be displayed internal to the viewer.

    Zoom 100% - displays the page at full resolution. When the page is zoomed so that it no longer fits into the display area then scrollbars will automatically appear.

    Fit to Width - scales the current page so that the page width matches the display area width. If this results in the page height being larger than the display area height then a vertical scrollbar will automatically appear.

    Fit to Height - scales the current page so that the page height matches the display area height. If this results in the page width being larger than the display area width then a horizontal scrollbar will automatically appear.

    Best Fit - scales the current page so that the whole page is visible in the display area. This mode is selected by default (when the applet is started).

    Rotate Clockwise - rotates the current page and thumbnails by 90 degrees each time it is pressed.

    Rotate Anticlockwise - rotates the current page and thumbnails by 90 degrees anti-clockwise each time it is pressed.

    Flip Horizontal - flips the current page and thumbnails horizontally. Re-clicking this button restores the page.

    Flip Vertical - flips the current page and thumbnails vertically. Re-clicking this button restores the page.

    Invert - inverts the colors used to display the current page and thumbnails. Re-clicking this button restores the page.

    First Page - displays the first page of the document.

    Previous Page - displays the previous page of the document. This button only functions when the current page is 2 or greater.

    Next Page - displays the next page of the document. This button only functions when the current page is not the last page.

    Last Page - changes the page to the last page of the document.

    Drag Bar - allows an individual page to be selected. As the bar is dragged, the caption in the statusbar will indicate which page will be selected when the bar is released.

    Enhance - effective for monochrome images (black and white). When pressed, pages are displayed using anti-aliasing. Anti-aliasing is an algorithm that enhances the readability of an image that would otherwise be degraded as it is reduced to fit the display area. Images may take a little longer to display but the improved readability usually makes it worth while.

    Full Page - When the Fullpage button is selected, a single view of the current page is displayed.

    Thumbnails - When the Thumbnails button is selected, a view of the thumbnails is displayed with as many thumbnails as will fit in the available area.

    Two Page - When the Two-page button is selected, two pages are displayed.

    Thumbs Left - When the Thumbs-left button is selected, thumbnails are displayed to the left of the page.

    Thumbs Bottom - When the Thumbs-bottom button is selected, thumbnails are displayed at the bottom of the page.

    Thumbs Right - When the Thumbs-right button is selected, thumbnails are displayed to the right of the page.

    Thumbs Top - When the Thumbs-top button is selected, thumbnails are displayed at the top of the page.

    Adjust bars - All, some or none of these bars may be visible depending on the applet’s configuration parameters. In eMapsPlus, only the Adjust Brightness bar is available for photographic images. All three bars are available for scanned documents such as deeds.

    Adjust Luminance - When the Luminance scrollbar is moved, the luminance properties of the display are altered. When the icon at the end of the bar is clicked, the scrollbar goes to its center.

    Adjust Contrast - When the Contrast scrollbar is moved, the contrast properties of the display are altered. When the icon at the end of the bar is clicked, the scrollbar goes to its center.

    Adjust Brightness - When the Brightness scrollbar is moved, the brightness properties of the display are altered. When the icon at the end of the bar is clicked, the scrollbar goes to its center.

    Viewing Related Data


    Once property has been identified, click the desired property in the search results list.

  • Click View Map to display the map of the selected property.
  • Click Ownership to display the present and past ownership data for the selected property.
  • Click Assessment to display the present and past assessment data for the selected property.

    ID Parcel

    ID Parcel allows you to graphically select a specific property. Use the Zoom and Move tools to locate the desired property, then select ID Parcel. Click the desired parcel to identify that property, then you can use Ownership and Assessment to view details about the identified property.

    Mail Label

    Mail Label generates a mailing list of every selected parcel, whether a single parcel selected by ID Parcel, or a large selection set returned by a search query.

    Report

    Report generates a consolidated GIS report containing all ownership and assessment data, as well as a map of the selected parcel and surrounding region.

    Description displays a description of the current County's dataset.
